As Quebecers head to the polls next week, the EV landscape in la belle province could dramatically shift overnight.
AVEQ and Electric Mobility Canada examined the major parties’ campaign promises and reached out to parties whose platforms were silent on key EV questions.
The result is mixed, but four of the five parties generally support continuing the province’s zero-emission vehicle programs.
CAQ
- ZEV mandate
- Maintain the current mandate.
- EV rebates
- Maintain the Roulez vert EV rebate program. Introduce an annual registration tax of $125 for EVs and $62.50 for plug-in hybrids.
- Charging
- Offer a fixed $600 rebate for home EV chargers and a 50% rebate on installation costs. Target chargers in 35% of parking spaces in multi-unit residential buildings by 2030.
PLQ
- ZEV mandate
- Maintain the CAQ credit-based system, targeting ZEVs accounting for 80% of new vehicle sales by 2035. Include credits for non-rechargeable hybrids for the 2025–2027 model years.
- EV rebates
- Review Roulez vert, with plans to retain a rebate program.
- Charging
- Agree that new construction needs ZEV charging infrastructure, without committing to specific numbers.
PQ
- ZEV mandate
- Maintain the CAQ credit-based system, targeting EVs accounting for 85% of new vehicle sales by 2034. Exclude non-rechargeable hybrids from the credit system.
- EV rebates
- Maintain Roulez vert while phasing it out over the next four years, with limits per person and per company. May consider a larger rebate for EVs priced below $35,000.
- Charging
- Add 6,700 public fast-charging ports and 110,000 Level 2 charging points by 2030.
PCQ
- ZEV mandate
- Eliminate the mandate.
- EV rebates
- Eliminate Roulez vert.
- Charging
- Simplify the building code to allow chargers to be installed.
QS
- ZEV mandate
- Reinstate the ban on new gasoline vehicle sales in 2035.
- EV rebates
- Maintain Roulez vert. Commit to an Old Cars Program offering people who get rid of vehicles over 15 years old a choice of $1,000, a public transit pass for one year, or a car-sharing subscription.
- Charging
- Add public and residential charging stations across the province.
