The update appeared this week on Quebec’s official list of eligible electric vehicles, where the “2026 Premium I” trim was added under the Tesla Model 3 lineup. While the inclusion was widely expected, the official listing removes any uncertainty for buyers waiting to place an order or take delivery.
At its current starting price of $39,490 before taxes and fees, the rebate makes the Model 3 one of the most aggressively priced EVs available in Canada. In Quebec specifically, the incentive pushes the entry price significantly below many competing gasoline-powered sedans, and even further below equivalent pricing in the United States.
The Model 3 Premium RWD currently sold in Canada is sourced from Giga Shanghai after Tesla shifted Canadian imports away from Fremont earlier this year. That move came after changes to Canada’s tariff framework opened the door for a limited number of Chinese-built EV imports.
Not eligible for EVAP
However, while Quebec buyers can now access the provincial rebate, the vehicle still does not qualify for Canada’s federal EVAP incentive. Federal rules require eligible vehicles to be manufactured either in Canada or in a country with an active free-trade agreement with Canada, excluding China-built vehicles from the program.
That means buyers of the Shanghai-built Model 3 can only access provincial incentives where applicable, while the Model Y, now imported into Canada from Giga Berlin, qualifies for the federal rebate program.
Roulez Vert rebates continue to shrink
Quebec’s Roulez Vert program has gradually been scaled back as EV adoption in the province continues to rise. The province currently offers $2,000 for eligible new battery-electric vehicles in 2026, down from previous years when rebates were as much as $7,000.
The program is scheduled to end completely on December 31, 2026, with no provincial EV rebates planned for 2027 onward.
