Tesla says more than 75% of new vehicle deliveries in North America included Full Self-Driving (FSD) in the third quarter, as CEO Elon Musk said he hopes for EU-wide approval soon after Slovakia became the ninth EU country to approve FSD.
In its Q3 2026 Update, Tesla says the FSD (Supervised) attach rate reached over 75% of new deliveries in North America, its most mature market, a nearly twenty percentage point sequential increase. Active FSD customers climbed to 1.74 million, up 67% from 1.04 million a year earlier, alongside Tesla’s Q3 earnings results.
CFO Vaibhav Taneja said on the earnings call that, for the first time, more than half of those paid customers are on subscriptions, and Tesla reported record net new subscriptions during the quarter.
In Europe, Tesla received four more approvals since Q2, in Croatia, Slovenia, the Czech Republic and Slovakia. FSD is now available in nine EU countries and has been used by over 100,000 customers who have logged more than 160 million kilometres.
Musk said he expects broader approval could follow, though the timing is not up to Tesla. A German vote on EU-wide approval is set for December.
“We’re now approved in many countries in Europe and we’re hoping for an EU-wide approval. It’s hard to predict but maybe within a few months but I would be surprised if it takes longer than Q1 but obviously that’s not a time frame we control,” Musk said.
Meanwhile, Tesla AI chief Ashok Elluswamy said the software running on Cybercab and the Robotaxi Model Y is the same, and that Tesla will soon release it to customers as part of FSD V15. He added that V15 will bring Tesla’s own AI-based mapping and navigation, which will be integrated with voice.
“We suspect somewhere around Q2 next year is when we can turn on some of the first customer vehicles to be part of the robotaxi fleet,” Elluswamy said. That would see some owner cars join the Robotaxi network, rather than a broad Unsupervised FSD release for all owners. Tesla has also said drivers will be able to give FSD verbal instructions.
