Germany’s Federal Ministry for Transport has confirmed that a EU-wide vote to approve Full Self-Driving (FSD) is now expected in December. The announcement comes after the vote was expected to take place on October 6, but a draft agenda indicated only a discussion would take place.
As we reported last week, FSD was scheduled to return to the Technical Committee on Motor Vehicles (TCMV) in just one week, but the draft agenda only lists a continuation of discussions. That pushed the vote to at least its next meeting, which was not scheduled to take place until December.
A new response from Germany’s Transport Ministry has confirmed what we suspected. According to the ministry, a decision on EU-wide recognition is scheduled for December. If it receives the required qualified majority, the European Commission would issue an implementing act allowing the Netherland’s RDW to grant an EU-wide type approval.
Germany however has yet to decide how it will vote. The ministry says the country remains open to new technology, but Germany’s Federal Motor Transport Authority (KBA) is still reviewing the documentation and communicating with Tesla and the RDW.
Among its concerns is FSD’s ability to allow system-initiated speeds of up to 50% above the detected speed limit, as we told you earlier today. The European Transport Safety Council raised a similar concern this week, arguing that Tesla’s “speed offset” feature conflicts with existing UN rules.
While they wait for the December vote, Tesla continues expanding FSD in the region through individual national approvals. Seven EU countries have already approved the system, while Croatia became the latest European country to give Tesla the green light this week.
