Tesla has secured another significant approval in Europe for its Full Self-Driving (FSD) program, with a Swedish municipality giving the green light for public-road testing.
According to a decision issued by Strängnäs Municipality, Tesla—through its subsidiary TM Sweden AB—has been granted permission to conduct testing of autonomous driving systems on municipal roads within the city.
The authorization, however, is not immediate. Testing can only begin once Sweden’s Transport Agency (Transportstyrelsen) provides its final sign-off. Once that happens, the permit will remain valid for a period of one year. During that time, Tesla will be allowed to operate test vehicles across the municipality, adding to earlier approvals that already cover state-managed roads and highways.
As with other FSD testing, each vehicle will include a trained safety driver who can take control at any time. This requirement keeps testing within strict regulatory limits while allowing Tesla to collect valuable real-world data.
In its decision, the municipality highlighted both the potential benefits and challenges associated with automated driving technology. Officials noted that systems like FSD could “significantly improve traffic safety” by reducing human error, which remains a leading cause of collisions.
At the same time, they acknowledged risks tied to technical failures, cybersecurity threats, and complex ethical scenarios, reinforcing the need for controlled, real-world testing.

This approval in Sweden comes shortly after Tesla achieved its biggest FSD milestone in another European market. In the Netherlands, FSD (Supervised) recently received regulatory approval following a detailed review process involving the country’s vehicle authority, RDW.
That approval is expected to play a key role in broader European adoption, as Dutch regulators often help shape standards across the EU.
