FSD Beta 10.13 has been a tough update to nail down, and it appears it is delayed yet again.
Elon Musk responded to a Twitter question last night, noting that the FSD Beta 10.13 might be coming by the end of this week.
Maybe end of this week. Team is working hard on it.

We have to go back to June when it was first confirmed that 10.13 was coming.
At that time, Tesla wanted to release the update by the third week of June.
However, with some minor fixes and delays, we heard that Tesla started rolling out 10.13 to employees on July 18.
It appears that internal testers are still working out Chick Cook’s complex left turn.
We saw this addition in the release notes, and Chuck Cook posted a picture on Friday of an ADAS test car working on that feature.
My wife just took this picture a few mins ago, so the ADAS drivers are testing again. I went to say hi and as the car approached on its next attempt they saw me and immediately turned away. I guess they have instructions not to identify themselves #FSDBeta @elonmusk @aelluswamy pic.twitter.com/FvKV0ci41f

Elon also noted that this version would see a major improvement with respect to complex left turns.
Should be a major improvement with respect to complex left turns

Version 10.13 is a complex update, and it is not super surprising that Tesla is taking the time to ensure everything is working correctly before a broader launch.
However, this does mean that we should expect version 11 to slide to the right from the original timeline of an end-of-July release.
Let’s hope we see FSD Beta 10.13 roll out just in time for the August long weekend!
