The Tesla Model Y with the optional 7-seat configuration was only added to the Design Studio in January, with the first deliveries starting in February.
Since then both the in-car display and Tesla mobile app have shown there to be no seat heaters in the third row. But a recent update appears to change that.
Drive Tesla has been able to find several owners in Canada and the U.S. who have reported their mobile apps now allow them to turn seat heaters on/off in the third row. The in-car display still only shows heat for the front seats and second row.

According to one of these owners, Sanjay M. from the Tesla Model Y Canadian Facebook group, the app appears to know when the third row is folded flat and does not allow you to turn them on.
Another owner, Steven E., also reported his app now shows the third row seat heaters, and confirmed that they heat up.
“I noticed that today. (just took delivery Monday, March 9 build date). On the main screen you can’t turn on the third row heated seats, but in the app you can. Confirmed that they work!!”
It is possible Tesla added this feature in the recent app update last week. A future software update will also likely add the feature to the in-car controls.
