Quebec relaunches EV rebates with lower amounts, adds new fees in 2025 budget

Quebec’s Roulez Vert rebate program is back with a revised and fully funded program that started on April 1, 2025. The revised Roulez Vert program will provide the following rebates on vehicles under $65,000 MRSP:

  • Up to $4,000 for battery-electric or fuel-cell vehicles
  • Up to $2,000 for plug-in hybrid vehicles
  • Up to $2,000 for used EVs
  • Up to $1,000 for used electric motorcycles

Prior to April 1, 2025, Quebec’s Roulez vert program offered the following rebates on vehicles under $60,000:​

  • Up to $7,000 for fully electric vehicles
  • Up to $5,000 for plug-in hybrid vehicles
  • Up to $3,500 for used EVs
  • Up to $2,000 for electric motorcycles

These rebates were stopped altogether on December 31, 2024, with the lowered amounts resuming April 1 as part of a gradual phase-out of the program, with the program scheduled to end on December 31, 2026. ​

Unlike some other provinces, like Manitoba, Nova Scotia, and Yukon, Quebec has not excluded Tesla from their rebate program.

The revised EV rebate amounts were included in the Quebec Government’s 2025/26 budget that was passed along with a new set of fees and regulations that will come into effect in 2027.

The budget also included a new annual fee targeting electric vehicles. The new fee will be $125 per EV and $62.50 for plug-in hybrid vehicles. This will ensure that zero-emission drivers contribute to the overall road and infrastructure budget traditionally funded through fuel taxes.

In addition, EV drivers will also lose free access to tolled bridges and the Quebec government’s ferry network in March 2027.

Finally, the government has adjusted the luxury tax threshold in the province and dropped the EV threshold to match. Now, prospective EV buyers in the province will face an annual 1% registration fee on vehicles with a market value over $62,500, just like their gas cousins. The previous EV threshold was $75,000, while all other vehicles had a threshold of $40,000.
