Rebates don’t reduce your sales tax
GST, HST and PST are charged on the full price of the car, including freight, before any rebate comes off. Transport Canada says the seller “will apply taxes and fees first, then apply the incentive,” and Quebec’s Roulez vert rules say the same. So the rebate lowers what you pay, but not the tax.
Example, Model Y RWD in Quebec: $49,990 + $2,500 freight and PDI = $52,490. GST + QST (14.975%) on that is $7,860.38, for $60,350.38. Then the $5,000 federal and $2,000 Quebec rebates come off, for an estimated $53,350.38. If tax were charged after the rebates, it would be about $1,048 lower.

Used EVs
Quebec gives $1,000 on an eligible used EV registered in 2026. Manitoba gives $2,500 on used EVs bought from a Manitoba dealer, but excludes Tesla. The federal EVAP covers new vehicles only.
Fees to know: some provinces now charge EV owners instead of offering rebates: Alberta ($200 a year), Saskatchewan ($300 a year), and Nova Scotia ($500 every two years from October 1, 2026).
Federal incentive: Electric Vehicle Affordability Program (EVAP)
Available The federal EV rebate is back. After the old iZEV program ran out of money in January 2025, Ottawa launched the Electric Vehicle Affordability Program (EVAP) on February 16, 2026. It runs until March 31, 2031, or until the money runs out. Transport Canada reported $2.00 billion of its $2.275 billion budget still available as of September 1, 2026.
- Amount: up to $5,000 for a battery-electric vehicle in 2026 ($2,500 for plug-in hybrids). It drops to $4,000 in 2027, $3,000 in 2028 and 2029, and $2,000 in 2030. The amount depends on the date the seller submits your eligibility assessment, not your order date.
- Price cap: the final transaction value must be $50,000 or less. That includes the vehicle, options, accessories and dealer or admin fees, but not taxes, freight, PDI, financing, extended warranties, winter tires or chargers. Canadian-made EVs have no cap.
- Where it’s built: the vehicle must be made in Canada or a country with a free-trade agreement with Canada. China-built vehicles don’t qualify.
- Leasing: 12 months minimum, prorated. A 48-month lease gets the full $5,000, 36 months $3,750, 24 months $2,500 and 12 months $1,250.
- Limits: one incentive per person over the five-year program. No income test. New vehicles only (demos under 10,000 km count as new).
- How you get it: it’s applied at the point of sale. Tesla shows it in the configurator for eligible cars. Sales tax is calculated on the full price first, then the incentive is deducted, so it doesn’t lower your tax.
Which Teslas qualify? Only the Model Y RWD ($49,990, built in Berlin). Tesla now lists its $2,500 charge as “Freight and PDI”, which is excluded from the cap, and made all paint colours free on this trim, so it’s advertised at $44,990 after the rebate. Every Model 3 sold in Canada is built in Shanghai, so none qualify. The Model Y Premium AWD, Model Y Performance and Cybertruck are over the $50,000 cap.

FAQ
Do rebates reduce the sales tax I pay?
No. The seller charges GST, HST or PST on the full price, including freight and PDI, and then deducts the rebate. That is how Transport Canada’s EVAP and Quebec’s Roulez vert both work. On a Model Y RWD in Quebec, you still pay tax on the $7,000 in rebates, about $1,048. In B.C., PST on an EV is 7% under $75,000 but rises to 8% to 10% between $75,000 and $124,999, so freight can push a higher trim into a higher bracket.
Can I combine the federal and Quebec rebates?
Yes. A Model Y RWD in Quebec can get $5,000 from EVAP plus $2,000 from Roulez vert, for $7,000 total, as long as it’s registered in Quebec in 2026.
Why doesn’t the Model 3 get the federal rebate?
Every Model 3 sold in Canada is built in Shanghai. EVAP only covers vehicles made in Canada or in countries with a free-trade agreement with Canada, and China isn’t one of them. Quebec’s Roulez vert has no such rule, so Model 3 Premium RWD and Premium AWD still get $2,000 there.
Do options affect eligibility?
Yes. EVAP uses the final transaction value ($50,000 cap) and Quebec uses MSRP including options (under $65,000). Paint on the Model Y RWD is free, but paid add-ons like upgraded wheels or accessories can push some trims over a cap.
What if my Tesla is delivered in 2027?
EVAP drops to $4,000 for battery-electric vehicles in 2027, based on when the eligibility assessment is submitted. Quebec’s Roulez vert ends December 31, 2026, and vehicles registered in 2027 get $0.
Does the Cybertruck qualify for anything?
No. The Cybertruck is orderable new in Canada, but starting at $139,990 it’s above every program’s price cap.
